Number plates

It annoys me when following farm tractors towing a trailer that has either 3 number plates (This also applies to Land Rovers pulling horse boxes) which do not match the vehicle towing them or no number plate at all yet HGV drivers get pulled for the least traffic offence,can someone tell me why do farmers get away with this, are the police too scared to approach them or do they ,the Traffic Police ,get more "Brownie points" booking lorry drivers for such thing as a rear light out, 2 minutes over the 3/4 hour break period and now smoking in the cab--do I need to go on.
