We had a 32t tractor unit dropped to 22t (MANY years ago) and, all that was needed was to change the bolts holding the 5th wheel on. I think there might have been a reduction in number, (10 down to 8?) as well.

Can you achieve what you want and still have reasonable margin between unladen and laden weights?

Re the speed limiter, the local main dealer will be able to advise better but, it's possible that the "gubbins" is reprogrammable. Though, it will need approving (and resealing?), during the re-test.
The older vehicle speed limiters were only a mechanical device that limited the movement on the throttle linkage. If this is the type fitted on this vehicle it only needs to be disconnected.
