 Just downloaded and ran this PIXresizer and yes it shrinks the image file to whatever size you want.
 Tried with 2.38mb 3840x2880 image and shrank it to 99.1kb  960x720 image
 in one second.

				memory cards
 I have deleted individual pictures on memory cards using windows for a couple of years now with no problems.Just make shure You dont delete any folders.  So far i have not had to reformat any cards....
