A Derbyshire MP warns that councils may be forced to cut jobs because they have been left out of pocket by a free bus travel scheme.

I wonder how they calculate the charges? I usually travel only a couple of 'stages' (six minutes) yet my (free) ticket would allow me to travel to the terminus (an hour away).
How do they know that I didn't ride further?
