Some sort of preservation order on the trees I would guess that prevents them from being cut back.

I remember when I were driving a Leyland double decker in Täby outside Stockholm (to get Helena Bergström and others from a wedding (not hers) to the restaurant).
The last part of the road to the church. The bus was still empty. Low trees on both sides of the road. I had to drive in the middle of the road to pass. And there were no signs at all when I turned in to that road.

Well, we have coaches that are as high as the Leyland double decker.... it is 4.3 m if I remember correct.
