I'm not sure that this makes sense.

Sure, most owners would be enthusiasts, but they may not necessarily be mechanics-savvy.

I bought a 1936 MG tourer in 1966.

One of the wheels had the splines stripped and had been drilled through with a bolt and nut providing the 'drive'.

I continued to use it (it worked well) but it wasn't going to pass an MOT so I swapped the hub and the wheel for ones that were good.

I wonder if the Police will have the powers (that VOSA have) to require a vehicle to be examined at a test centre?

I sold it when I 'emigrated' in 1982, then saw it outside a pub in Switzerland in 1988.

If you were in an accident, how could you prove your vehicle was maintained and in good condition and therefore not the cause of the accident?

Could it be that there will be some conditions applied? On the lines of a limited mileage and perhaps a two yearly check, by a competent person.

A better idea would be a reduced check for a reduced fee - but where would you stop?
