Insecure load?
 

As I hear reports of a caravan that has been 'blown' off a transporter, I'm thinking about insecure loads.

It seems obvious that anyone losing a stillage or similar item during cornering might face charges, but what about when a complete trailer gets blown over?

At what stage does it become liable to prosecution?
(Some will say "When it falls off")
