I've seen this before - but not the explanation (that the 'way ahead' goes through a tunnel or bridge where trucks are prohibited).

"These truck drivers have no option, they must drive in wrong direction. That road go through tunnel and than across a bridge(forbade for them) in town. And that road is not a high way, it just 1km long. I live 5km from there, and I know. They are not crazy. That is cross-road in SERBIA, NOVI SAD (EXIT) "
