When living in Denmark in the 1980s, the city buses had 'omstigning' (transfer) tickets. You paid when you got off the bus (!) and provided you ended your final journey within one hour, you travelled without further payment.
It allowed you to travel into town, do some shopping and then return home (provided you didn't spend too long shopping) - or travel in and out to another location.
All routes 'held' at a central location for the few minutes that were necessary to change buses.
Of course they all ran to schedule (except in severe winter conditions and even then the highways were cleared first priority).
All tickets were one flat rate, so you paid the same whether you went 500 metres or up to one hour's (further) travel - ie you could travel from terminus to terminus and then a further hour for the same charge.
It certainly worked and attracted passengers rather than using the car.
