Woops! (one ran a red light, which would have been permitted had there not been another coming through the other way . . . )
If that turns out to be the case, that driver would face a citation of failure to use due caution,
The collision injured 11 people, the bicyclist critically.
the initial fire report was prompted by smoke testing of sewer lines in the area.

Makes one wonder if maybe a bit of interstation rivalry came into play here.

Update
Houston police will cite the ladder truck driver in Monday’s collision of two fire truck’s.
Officials determined that he ran a red light, causing the crash that injured 11 people.
